This resource simplifies curriculum choices by aligning with CAPS standards, ensuring an easy transition for homeschool parents. The BELA Act does not make home schooling illegal, home schooling has been a legal alternative since 1996 and remains a legal and valid alternative to traditional schooling. The BELA Act does not prohibit the use of alternative curricula; however regulations require the curriculum to be comparable to the National Curriculum. There is nothing that stops parents from using curricula like Cambridge, American High School Diploma or GED where they have been determined by SAQA to be equivalent or comparable to the NSC.

 

The South African Schools Act now requires that learners are assessed by a “competent assessor” (defined as “either a registered educator, an assessor who has passed a relevant course, or a body either registered to perform assessments, or recognized in the field of education”) at the end of each phase, i.e. grade 3 (end of Foundation Phase), grade 6 (end of Intermediate Phase), and 9 (end of Senior Phase). This is not new, it has been in our National Curriculum since 2009 (learners at the end of a phase must be assessed externally).

 

The standard of assessment must not be inferior to the standard of the National Curriculum and the curriculum you use should be “comparable to CAPS”. CAPS is the acronym for the national Curriculum Assessment Policy Statement issued by the Department of Basic Education to guide teachers and schools about what they should teach and assess.
